Council amends code to limit livestock in single-family districts to occupied parcels

The Toquerville City Council on July 1 approved Ordinance 2025-xx to clarify standards for keeping livestock in single-family residential districts.
Planning staff Emily said the planning commission recommended a conditional-use requirement that livestock in single-family residential zones be tied to an occupied residence. "There are a lot of properties that just have livestock on them and not a home," Emily said; the proposed change requires an owner-occupant residence at the parcel so that the occupant is invested in maintaining the property and animal care.
Emily also noted a clerical correction: the ordinance language should reference Section 10-10-A-2 rather than 10-10-A-3. The council approved the change and the corrected reference.
The amended code does not retroactively remove preexisting uses; Emily said preexisting livestock uses would continue until a future complaint or enforcement action that required review. "That current law has a conditional use permit," Emily said, and the ordinance change prevents new vacant lots or lots only improved with accessory structures from being used for livestock without a residence.
Council voted to adopt the ordinance with the corrected cross-reference.
