County manager reports on staffing, software reviews and Twin Lakes shuttle; HR and public-health hires noted

County Manager Candace Bridal provided a broad operations update at the June 17 meeting, reporting staffing changes, software procurement work and service expansions.
Bridal said the assessor's office is working through the protest period, maintains five full-time equivalent positions and is seeking an additional appraiser to handle workload. The assessor has received two responses to an RFP for a modern camera/software system to replace the county's current Tyler platform; Bridal said IT involvement is being emphasized before any system selection. "I make sure that as the assessor moves forward with finding a software that they're involving IT so that we can be ready to assist them in implementation," Bridal said.
Tourism and economic development staff reported a 93% increase in website traffic compared with the previous year and a roughly 3,000% increase in social-media traffic that staff attributed to new content and partnerships. Bridal said funding from Climax and local partners helped underwrite a Twin Lakes shuttle; the weekend shuttle runs Saturdays and Sundays from 9 a.m. to 7 p.m. from June 7 through Aug. 31.
Public Health has hired a new deputy director, Elena Maderos, and hosted a Pride wellness festival with more than a dozen organizations participating. The senior center is busy with trips and activities, Bridal said.
Public works staff are preparing a paving plan and will work with commissioners to set priorities and determine whether supplemental funding is needed to meet targets. Bridal said crews will begin a culvert replacement on County Road 5a on July 16 and that some roads and passes remain closed.
The landfill recently completed an inspection with the Colorado Department of Public Health and Environment; maintenance staff have completed an air-handler installation at the courthouse and are preparing parks and sprinkler systems for summer.
Bridal reported human-resources improvements including hiring Ashley Cole as risk manager and moving most payroll separation-of-duties responsibilities into HR after a recent audit finding. HR and finance staff are implementing digital performance reviews and staff-engagement surveys. Bridal also announced that the deputy county manager's last day will be June 25 and that the county is in early rounds of interviews for a finance director.
Bridal said transit continues to seek stable funding for bus operations but that the Twin Lakes shuttle will operate this summer thanks to a mix of Climax funding, tourism funds and partner support.
