Lake County commissioners approve ADU permit, financial policy overhaul, roofing contract and senior-nutrition IGA; consent agenda passes conditionally

Lake County commissioners on June 17 approved several consent and action items affecting housing, county finance policy and senior services.
The board unanimously approved file 25-11, a conditional use permit to add an accessory dwelling unit at 1817 Gold West Drive in Leadville. Melissa Kendrick, deputy director of Community Planning and Development, told commissioners the Planning Commission had recommended the permit with no conditions.
Commissioners unanimously adopted Resolution 2025-23, a consolidated set of county financial policies. County Manager Candace Bridal described the package as a single, cross-referenced document intended to replace a set of scattered policy documents. "This is one of the cleanest, clearest sets of financial policies that we've had," Bridal said during the presentation.
The board also approved a county roofing project at 619 Elm Street in Leadville. Jackie Willingham, housing program manager, told the board the county purchased the five-unit apartment building to preserve affordable housing; the project was budgeted at $80,000 and staff recommended awarding the work to IMG as the top-ranked proposer under the scoring matrix provided in the packet.
An intergovernmental agreement (IGA) renewing the Upper Arkansas Area Council of Governments' nutrition program at the county senior center was approved pending final legal review. Public-health Director Kelsey Maxey said the IGA is an annual renewal that functions as a facility-use and funding arrangement to allow the nutrition program to operate in the senior center.
Finally, the board approved the consent agenda on the condition that a vendor, Big Language Solutions, complete registration to do business in Colorado with the Secretary of State. The motion to approve the consent agenda included that condition.
All votes recorded at the meeting were unanimous.
