Waukesha committee approves added security staff for South Street parking ramp

The Human Resources Committee of the City of Waukesha approved adding 0.875 full-time-equivalent (FTE) security staff to increase coverage at the South Street municipal parking ramp in downtown Waukesha.
"The South Street ramp is heavily utilized by downtown businesses, visitors, patrons," Brandon Schwan, deputy director of Public Works and city engineer, told the committee. Schwan said the ramp has experienced people occupying areas of the ramp, graffiti, vandalism and discharging of fire extinguishers. "We have implemented some strategies to help combat that," he said, and described physical repairs, camera upgrades tied to police dispatch and extra police enforcement.
Schwan said the request would add roughly 35 hours per week split over two positions (one 20-hour position and one 15-hour position), for an estimated cost just shy of $35,000 per year. He proposed covering the cost entirely from the parking utility; with the city's current citation rate of about nine citations a day across the two ramps, he said revenue from citations would more than cover the additional expenditure. Schwan also said additional security should reduce expensive vandalism cleanup; he noted the city has spent more than $6,300 year-to-date on cleanup and expected more bills before year-end.
A committee member moved to approve the addition of security under item ID 2051240; the motion was seconded and passed unanimously on a voice vote.
The committee recorded that the costs will be paid from the parking utility and that staff will continue coordination with police on enforcement and camera monitoring. No policy ordinance changes were adopted; the action authorizes staffing and budget allocation from the parking utility.
