Commission approves Sports and Entertainment Council amid concerns about future funding

The Clayton County Board of Commissioners voted June 17 to establish a Sports and Entertainment Council and authorized the chair to take steps to implement the resolution.
County staff said the council will sit within the economic development division, be assisted by existing staff and use in-house resources initially; staff said there was no request for new positions or general-fund dollars at the time of the vote. The presentation noted the council's long-term intent is to attract events that generate sales and hotel-motel tax revenue for the county.
Several commissioners pressed for funding safeguards. Commissioner Elena Reeves asked what the council would cost; staff replied that initial activity would use current staff and budgeted hotel-motel tax funds where appropriate and that the marketing position (identified in the meeting as Brandon) would serve as a liaison. Reeves and others expressed concern about a draft proposal described in earlier documents that could, after a proof-of-concept year, seek $300,000 to $500,000 annually; they said the county should not create a new program that would later return to ask for significant recurring funding while core departments face cuts.
Supporters said the council could help diversify revenue streams, bring tournaments and events that increase sales and hotel occupancy, and reduce long-term reliance on property tax. Commissioners who supported the council said it would be structured like other county advisory bodies and rely on sponsorships and private support to offset costs.
The resolution (2025-108) passed by voice vote. Staff said it will report back to the board on organizational structure, funding approach and any future requests should they arise.
