Item 5: Chapter 104 amendment — SOGI data oversight. The ordinance updates the administrative code to transfer responsibility for oversight and collection of sexual-orientation and gender-identity (SOGI) data from the Office of the City Administrator to the Human Rights Commission. The change corrects an earlier omission in a prior transfer of the Office of Transgender Initiatives and removes outdated compliance-plan language; the Human Rights Commission is aware of and supports the change.
Item 6: Administrative code clarification — Treasure Island Development Authority (TIDA). The ordinance clarifies that TIDA is a city department, updates TIDA’s purpose and objectives and confirms that TIDA is subject to city charter and municipal code provisions that apply to departments. The ordinance does not change TIDA’s placement under the city administrator.
Vote: Chair Connie Chan moved the two ordinances to the July 8 full-board meeting with a positive recommendation; Vice Chair Mac Dorsey seconded. The committee recorded a roll-call vote of 5 ayes: Dorsey, Engadio, Walton, Mandelmann, and Chan.
Why it matters: Both ordinances are technical/administrative code changes that clean up prior transfers and clarify departmental status ahead of ongoing budget and project work. The TIDA clarification is timely as the Treasure Island redevelopment advances to further implementation stages.
