Board rejects bids, cancels RFB for five parks to redesign stormwater approach

The Board of Parks and Recreation voted June 17 to reject all bids and cancel Request for Bids RFB‑17 DPR‑314 for improvements at Arsenal, Bellamy, Christian, DeQuincy and Virginia Lee O'Brien parks.
Staff told the board that while a handful of bids were received, they came in above the budget allocated from the Lilly Endowment grant for those five parks. Additionally, staff cited recent developments in stormwater regulations and enforcement in Marion County that create an opportunity to redesign the stormwater approach for the parks in a way that could reduce on‑site stormwater infrastructure and lower costs.
"We recommend rejecting all and going back to design," an Indy Parks presenter said, explaining staff plans to scale back stormwater infrastructure and repackage the projects for rebidding.
The board moved, seconded and approved agenda item No. 22 by voice vote. Staff said the revised designs and rebid packages will return to the board for consideration once they are complete.
