Planning commission finds Crutchfield Neighborhood TIF project plan in conformance with comprehensive plan

The Planning Commission voted to find the Crutchfield Neighborhood Economic Development Project Plan — a tax-increment financing (TIF) project plan intended to fund public infrastructure and housing objectives — in conformance with the Tulsa Comprehensive Plan.
Jeremy Baines of the Tulsa Planning Office presented the plan, describing the project area roughly bounded by East Pine to the north, I-244 to the south, US-75 to the west and North Lewis to the east. Staff reviewed the proposal against the major street and highway plan, the land-use map, the comprehensive-plan priorities and the Crutchfield small area plan, and concluded the project plan is consistent with those documents.
Staff said the project plan’s objectives include funding public infrastructure, supporting housing development and activating underutilized properties and that the plan supports connectivity with downtown. The commission approved staff’s finding of comprehensive-plan conformance so the city may proceed with the incentive and TIF consideration processes.
