Board extends Shrewsbury contract one year; receives update on Lilly Endowment‑funded park projects

The Board of Parks and Recreation voted June 17 to approve Amendment No. 2 to the professional services agreement with Shrewsbury & Associates LLC, extending the consultant team’s contract for one additional year. Staff said the amendment is a time extension only and does not add to the previously approved contract amount.
Corey Grant, construction administrator for Indy Parks, described the amendment as necessary to keep the same consultant team in place while several large Lilly Endowment‑funded projects move from design into construction. "The amendment before you is only a time extension to the Shrewsbury contract," Grant told the board.
Grant and staff then provided a project‑by‑project update on Lilly‑funded work and other major park projects. Highlights included:
- Grassy Creek Park: building and nature playground opened and are heavily used; final landscaping cleanup and a final change order are expected next month.
- Riverside Park: ribbon cutting about a month earlier; project is substantially complete though some final grading, landscaping and utility work remain.
- Indy World Sports Park: pavilion and concessions added, drainage and parking improved; design under way to convert a field from natural turf to synthetic.
- Washington Park, Martin Luther King Jr. Park, Tarkington Park, Franklin Township Community Park, Chapel Hill Park, Mary and John D. Soccer Complex: construction or design status described; projected completions range from late 2025 to spring 2026 depending on the site.
Staff also reported that some bids for a separate group of park improvements came in over budget and that drainage and stormwater permitting remain a gating issue for several projects. Grant said Shrewsbury has been "integral" in coordination and accountability across designers and contractors.
After the presentation and questions, the board moved, seconded, and approved agenda item No. 21 to authorize the contract extension by voice vote.
Staff said they will bring routine contract paperwork and any required change orders back to the board for future approval as projects reach closeout.
