Council accepts capital facilities plan goals for Olympia 2045; final adoption slated for December

The Olympia City Council voted to accept the capital facilities plan (CFP) goals and policies that will form part of the Olympia 2045 comprehensive plan. Staff said the acceptance signals progress in a multi‑year update process and that the full comprehensive plan will return to council for final adoption later this year.

Tim Smith of Community Planning and Economic Development presented the chapter and said capital facilities — defined in the plan as structures, improvements, equipment or land with at least five years of useful life — are inventoried in master plans and the CFP includes a 20‑year project horizon with a six‑year funding component that is updated annually. Smith said the accepted goals and policies incorporate better integration of environmental stewardship, explicit consideration of climate change effects in long‑lived capital investments, and stronger language about equity and accessibility in capital decision‑making.

Planning Commission and advisory commissions reviewed the draft and offered edits that staff incorporated before sending the chapter to the council. Council Member Gilman raised questions about language referencing a 20‑year growth forecast and certain financing tools (including tax increment financing); staff and the city manager said council would retain an opportunity to request additional edits prior to final formal adoption in December. Council Member Madrone moved the resolution accepting the goals and policies; the motion passed by voice vote.

Staff said the city expects to return multiple chapters in coming months and will compile the full comprehensive plan for adoption to satisfy the state deadline for plan updates later this year.
