Commission endorses guidance on 'ultra' water-efficiency standards; no mandate imposed

The Ivins Planning Commission on June 17 recommended that staff add a stand-alone code section describing the 'Ultra Water Efficiency Standards' as a voluntary option for developers, following a request from City Council for a formal reference.
Planning staff explained the standards were developed by the local conservancy district as a higher-efficiency option and are not mandatory. The standards emphasize reduced irrigated landscaping (in some examples eliminating lawn), low-flow fixtures, limited or no use of residential water softeners and other measures. The district offers reduced water-impact fees for developments that meet the higher standard; the city section is intended to point developers to that program.
Commissioners asked whether the standards would be binding or subject to change; staff said adoption into city code would be advisory and that the water district, not the city, administers the fee discounts. After brief discussion the commission approved the code insertion, noting the language should make clear the standards are optional and that fee incentives come from the water conservancy district rather than the city.
The commission voted "aye" on the recommendation; staff will forward the draft language to City Council with clarifying edits.
