The Nye County Board of County Commissioners voted to approve a conforming zone change (ZCMP‑25‑1) on June 17 that reclassified a 3.77‑acre parcel at 4061 East Dandelion Street in Pahrump from village residential (VR‑10) to neighborhood commercial (NC). The change was recommended by the Regional Planning Commission and is intended to allow construction of a public self‑storage facility on the site.
County planner Kiana Medici told the board the requested zone change conforms with the applicable master plan designation (community development area) and that access is available from an existing paved street. The RPC voted 4–0 to recommend approval. During the hearing nearby homeowners spoke against the project, citing concerns about traffic, security lighting, and the lack of outreach by the applicant. A neighbor presented a petition of signatures opposing the project and said they had not been consulted by the applicant.
Applicant response
Applicant Constantine Kuyumjieff and agent Rene Morales told the board the design would be “state of the art,” include perimeter walls and lighting, and that the applicant would accommodate noise and screening concerns. Morales said the facility would operate within regular business hours and that the developer would work with neighbors on landscaping and light mitigation.
Vote and next steps
After discussion the board voted 3–1 with one abstention to approve the zone change, consistent with the planning commission recommendation. One commissioner recused or abstained (record shows one abstention) and the motion passed. County staff said the project will proceed to site development review for technical compliance and permitting; the applicant must submit the site‑development application and obtain required permits to begin construction.
