County staff told commissioners the change would allow independent sites to hold storm-related vegetative debris for six months with a potential six-month extension for unique circumstances. The amendment was coordinated with Solid Waste staff and the Planning Commission gave a unanimous recommendation for approval. No final action was taken at Tuesday's meeting because the item was presented as a first reading; staff said it will return for adoption in two weeks.
The change is intended to formalize procedures for processing, mulching and temporarily staging vegetative debris while the county or contractors arrange for permanent disposal after a disaster cleanup. Staff emphasized coordination with existing solid-waste operations.
