Polk County commissioners on Tuesday voted to deny a proposed future land-use change for a 2.52-acre site on the north side of West Daughtry Road known in staff materials as Lake Gibson Estates.
The proposal sought to change the property's comprehensive-plan land-use designation from Residential Low (RL3) to Residential Medium (RM). County staff said the RL3 planned-development approval currently allows five dwelling units per acre, while RM without a planned development would allow seven units per acre, with higher densities possible under a PD. The applicant previously had approval for six duplex structures (12 units) and sought to add two more duplex buildings to reach 16 units.
During the expedited public hearing presentation, commissioners questioned compatibility with surrounding development. Commissioner Scott said the surrounding area is predominantly RL3 and single-story duplexes and single-family homes, and that an RM island in the middle of RL3 would be incompatible. He moved to deny the change; another commissioner seconded. After a voice vote the motion to deny carried.
Staff noted the proposal had received a unanimous recommendation for approval from the Planning Commission. No members of the public spoke during the expedited hearing. The motion recorded in the transcript was "Motion for denial" and the board carried that motion by voice vote.
The denial preserves the site's existing RL3 designation and the current density entitlements.
