Council confirms several appointments to planning, EDC and city advisory committees after multi-hour discussion

The Stafford City Council took multiple actions on June 18 to appoint and reaffirm members of the Planning & Zoning Commission, the Stafford Economic Development Corporation (SEDC) and several city advisory committees.

Planning & Zoning: The council discussed reappointments of members whose terms were expiring. The mayor indicated those incumbents were recommended for reappointment and the council subsequently reaffirmed the planning-and-zoning appointments during the meeting.

Stafford Economic Development Corporation (SEDC): Council voted to reappoint the existing SEDC members whose terms were expiring and approved replacing one SEDC member with council-appointed Councilwoman Alice Chen (the motion named the replacement and passed during the meeting). A council member said the change was recommended because of Chen's professional experience and community connections.

Advisory committees: The council also considered and voted on membership for multiple advisory committees (Drainage/Flood Mitigation & Subsidence committee; Parks; Stafford Center; Finance; Compensation/Personnel/Policy & Benefits; Legislative; Juneteenth; Humane; Technology & Multimedia; and others). Several motions were moved and seconded; some committee rosters were reappointed without change, some incumbents were retained and some seats shifted between councilmembers to ensure committee membership and to respond to requests from residents who had applied to serve. For committees that are citizen-majority panels (parks, Juneteenth, drainage, etc.), staff said they had solicited interest and some resident volunteers had been confirmed or indicated ongoing interest; the council included several residents on committees where applications were on file.

The meeting record shows contentious discussion as council members debated whether to rotate council assignments or maintain continuity with existing committee appointees. Multiple motions and seconds were recorded, and the transcript shows several votes on separate committee rosters. The transcript records that motions passed for the SEDC reappointments (including appointment of Councilwoman Chen to replace a departing member), planning-and-zoning reappointments, and a number of committee rosters; in other cases the transcript records failed motions and subsequent amended motions that were approved.

The council's actions at the meeting rearranged some council-assigned committee seats while leaving many incumbent citizen appointees in place. Staff said follow-up administrative processing will update rosters and notify applicants and committees of final membership.
