The San Antonio Historic and Design Review Commission on June 18 approved a consent docket covering most items on its agenda and moved three cases for additional consideration, including one that will return for further design review focused on rooftop equipment height and screening.
The commission, chaired by Maurice Gibbs, approved the minutes from its June 4, 2025 meeting and then voted to accept the consent agenda after commissioners removed agenda items 2, 4 and 6 for separate discussion. Commissioners voting "yes" on the consent motion included Neman, Sabino Velázquez, Gallaway, Mazuca, Guevara, Cervantes, Holland, Jeffrey Fetzer and Gibbs. The motion passed unanimously.
During public comment, a speaker identified as Jane Harri expressed support for the project listed as item 9, which the speaker said would invest in and preserve a historic house at 241 East French Place. The speaker did not present additional remarks.
Agenda item 2, a project represented by an architect working with Cliff Downs and Soland Group, drew questions from commissioners about the height of rooftop equipment shown on the south elevation and how it might compete visually with an adjacent historic building. Commissioners asked for a stipulation requiring the applicant to work with staff on the final equipment selection and to return to staff (and, if necessary, to the commission) with revised elevations showing any changes. The applicant said roof equipment would serve upper units and that the design team would coordinate with staff; the group agreed to work with staff member Edward Fernández on scheduling. Commissioners and staff discussed possible architectural articulations to reduce visual impact if equipment requires additional height rather than simply raising a parapet.
Commissioners made a motion to send the application to the Design Review Committee (DRC) for further review rather than granting final approval; the applicant agreed to provide revised materials and to work with staff. The commission recorded unanimous yes votes (Neman, Velázquez, Gallaway, Mazuca, Guevara, Cervantes, Holland, Fetzer, Gibbs) on the motion to refer and request follow-up with staff; the motion passed.
Agenda item 4 was approved with staff stipulations after the applicant confirmed an intent to separate a garage from the house. Commissioners asked whether the neighborhood association and adjacent neighbors had met with the applicant; Edward Fernández, the project architect, said he had met with Ms. Henry and believed she was supportive and that he had addressed neighbors' concerns.
The commission closed the meeting after approving the final case and thanking commissioners and speakers. Staff reminded applicants that certificates of appropriateness will be emailed within 10 days and that no work may start until municipal permits are obtained.
