Commissioners discuss housing strategy, meeting schedule and honor outgoing Chair Ponte

At their June 17 meeting the Saint Helena Planning Commission heard department and scheduling updates, discussed a planned August 19 joint meeting with the City Council on housing, and held a recognition for outgoing Chair John Ponte.
Community Development Director DeRosa told commissioners the July 1 meeting is canceled because there is no quorum and said the mayor has moved planning commission appointment interviews to July 22; as a result the commission may not have a full five‑member panel until August and will delay electing officers until a full commission is seated.
Directors and commissioners also discussed an upcoming joint City Council–Planning Commission workshop scheduled for Aug. 19 that will include an outside lawyer to explain state housing law. Several commissioners said they want input into the meeting agenda and asked that the presentation not be limited to legal constraints; they said the session should also highlight what local strategies the community can pursue to build consensus for more housing, including mixed‑use redevelopment and incentives to attract developers.
Commissioners discussed mixed‑use redevelopment examples in other Napa Valley cities, acknowledged the need for market‑viable projects and public actions to “lay out the welcome mat” for developers, and noted an ad hoc committee is working with staff on a townhome project (referred to as “the Springs”) and that the city attorney is reviewing a redlined draft of that committee’s recommendations.
The commission used the meeting to honor Chair John Ponte, who is concluding his term. Director DeRosa and multiple commissioners praised Ponte’s long service, citing his participation in 10 zoning code subcommittee meetings, five joint council–commission meetings on the zoning code, involvement in the housing element update and leadership on contentious items such as the Hunter Subdivision and its environmental review. Commissioners described Ponte as a steadying influence who emphasized policy‑based decisions and careful application of the zoning code.
There were no formal votes on policy changes at the meeting; commissioners requested that staff and the mayor’s office coordinate on agenda framing for the Aug. 19 housing workshop and follow up with the city attorney on the ad hoc committee draft.
