Planning Commission certifies Santana Ranch compliance amid public questions about trails, sidewalks and park amenities

The Planning Commission adopted a resolution finding Anderson Homes in compliance with the Santana Ranch development agreement after a developer presentation and public comment on parks, linear trail timing and roadway/frontage issues.
Michael Anderson of Anderson Homes updated the commission on project phasing, construction activity and amenities. Anderson said the developer has recorded final maps covering about 1,092 residential units, has pulled roughly 840 permits and issued about 775 certificates of occupancy to date, and has sold 260 lots to other builders. He reported that Santana Ranch includes roughly 24 acres of parks and recreation space, a 10‑acre commercial site and about 10 acres of stormwater basins. The project also incorporated 136 apartment units adjacent to the community park; Anderson said the apartments contain high‑quality interior finishes and management on site, and that 55 of the first phase’s units were income‑restricted. He described marketing efforts for the commercial site at Fairview and Hillcrest and said the developer is working with local subcontractors when feasible.
Commissioners and members of the public raised several implementation questions. Some residents asked about the linear park’s alignment and timing; Anderson said the linear park will be constructed in phases concurrent with adjacent development, rather than waiting until project completion. Commissioners asked about a planned walking path behind the Snyder/Dovin property line; Anderson said county staff and the developer adjusted the alignment so the path connects at a cul‑de‑sac rather than running directly behind the homes after property owners raised concerns.
Residents and commissioners also asked about sidewalk improvements in front of CAL FIRE facilities and safety at intersections near the school. Anderson said his team had discussed frontage improvements with CAL FIRE and the county but that some conversations had stalled with state offices; he said the developer remains willing to collaborate with the county and CAL FIRE on sidewalk and safety improvements.
Commissioner Vincent Ringhaddon disclosed a prior conversation with the developer about the Santana Ranch linear trail. After public comment and discussion, the commission adopted a resolution certifying compliance with the Santana Ranch development agreement by a 5‑0 vote. Commissioners asked staff to continue working with Anderson Homes and CAL FIRE on sidewalk questions, to follow up on landscaping and weed‑abatement concerns in unimproved easement areas, and to seek options for maximizing local contractor use and local sales‑tax capture on construction materials where feasible.
The commission’s compliance resolution will be forwarded to the Board of Supervisors and staff will return if unresolved compliance issues remain.
