Capital improvement plan: City Engineer Jim Bell said the only addition to the 2026–2030 Capital Improvement Plan since the prior work session is a West Bike Path Connector, proposed at $750,000 and planned for 2028. Council may adopt the CIP before the tax budget; staff noted the item can remain on the July schedule if preferred.
Interfund property transfers: Bell explained staff propose transferring two city-owned parcels into the Transformative Economic Development (TED) fund so any future sale proceeds and related expenses are handled from the economic development fund.
