At the June 17 work session, staff briefed council on multiple administrative items that will appear on the June 23 agenda, including a $750,000 West Bike Path Connector in the CIP, transfers of two city parcels to the TED fund, reclassification of a prior advance to a transfer, a Creekside Woods TIF plan for 159 townhomes, and an FF&E award for the new governance center.
At the June 17 work session, staff presented several administrative and development items that will be placed on the June 23 council agenda for formal action.
Capital improvement plan: City Engineer Jim Bell said the only addition to the 2026–2030 Capital Improvement Plan since the prior work session is a West Bike Path Connector, proposed at $750,000 and planned for 2028. Council may adopt the CIP before the tax budget; staff noted the item can remain on the July schedule if preferred.
Interfund property transfers: Bell explained staff propose transferring two city-owned parcels into the Transformative Economic Development (TED) fund so any future sale proceeds and related expenses are handled from the economic development fund. The first parcel is the old senior center at 6428 Chambersburg Road (2.409 acres). The second parcel is a 3.778-acre site between the Rose Music Center and nearby restaurants along Executive Boulevard.
Advances to transfers cleanup: Finance staff presented legislation to reclassify a past advance from the general fund to the capital improvement fund for the Bellefontaine Road design work as a permanent transfer because an anticipated grant did not materialize. Auditors require council action to reclassify the accounting treatment.
Creekside Woods townhome economic development plan (TIF): Aaron presented an economic development plan for a 159‑unit townhome project (Creekside Woods) that would form the basis for a future TIF/incentive district. The plan identifies infrastructure needs including water-main extension down Wildcat and roadway improvements at Charles Gate; staff said adoption of the plan is the first step before creating the TIF district.
FF&E for governance center: Staff recommended awarding furniture, fixtures and equipment (FF&E) contracts not to exceed $550,000 to APG to furnish the Richard F. Schomper Governance Center; APG was the lowest responsive bidder on the package. Furniture procurement legislation will be on Monday's agenda. Staff said building construction remains on schedule for a fall occupancy window.
Cloud Park land purchase status: During a question about a previously discussed 9‑acre Cloud Park purchase, staff clarified the city has paid earnest money ($27,500) per the purchase agreement and is pursuing grant funding for the balance. The purchase price will be the greater of the appraisal or $18,000 per acre; an appraisal process is underway after several earlier grant applications were unsuccessful.
Boards, commissions and permits: Tony Rogers said staff will present a motion on Monday to appoint Terry Walton as the municipal representative from the building community to the Fire Appeals Board (a body required by code to hear fire-code appeals). Rogers also said the interview panel recommended the appointment of Kevin White to the Military and Veterans Commission for a term expiring Dec. 31, 2027. Finally, Rogers reported a corporate stock transfer affecting Taylor Mart at 6225 Taylorsville Road was reviewed by police and fire with no objection and staff will ask council to state the city has no objection to the transfer.
All of the above items were described as scheduled for Monday's agenda; staff will return with ordinance/resolution language and, where required, additional documentation for council consideration.
