The Budget and Finance Committee approved the chief executive’s recommended Alternative 1 for the city’s animal-services voucher program, including an increase to voucher amounts and a directive to include rabbits and mobile clinics in the program. The committee also instructed departments to report to relevant committees before voucher funds are exhausted so the council can consider solutions to cover any shortfall.
Councilmember Bloomenfield introduced the amendment that adopted CEO Alternative 1 and clarified that the amendment includes on-site contractors and mobile-clinic providers and expands voucher eligibility to dogs, cats and rabbits. The amended motion instructs Animal Services and the Chief Executive Office to report to the Library and Community committees on the status of funds and options to close any funding gap. The chair asked that departments return to the councils “before we get to the red zone.”
Members of the public who addressed the committee urged the increase and highlighted rabbits as a commonly abandoned species. Jolie, identified in public comment as the founder of the Los Angeles Rabbit Foundation and a long-time rabbit volunteer, told the committee that “Los conejos son los animales abanderados más frecuentemente” and urged adoption of the alternative that raises voucher amounts (the comment referenced the CEO report’s recommendation to increase voucher amounts to $250).
The committee voted to approve the motion as amended by roll call (4–0, one member absent). The action authorizes departments to implement voucher changes consistent with the approved Alternative 1 and to prioritize reporting on fund levels and outreach to service providers.
The amendment’s text recorded by staff directs Animal Services to include contractors working in the field and mobile clinics in the program and to include rabbits among covered species. The committee noted that expanding eligibility may accelerate program spending and asked departments to return with options to close any gap before the fund is depleted.
