County appropriations into the local finance plan are pooled with state aid and then distributed to address transportation shortfalls, non‑Medicaid services and other locally defined gaps.
Key points presented: SDSI said it serves an 18‑county area with more than 1,100 individuals eligible for the IDD waiver system and that the organization is conflict‑free (separating provider functions from CDDO planning). Sandoval described a budget methodology that used county valuation to allocate county shares for 2026 and showed line items for local spending categories such as adult services, transportation subsidies and administrative costs. He noted the state’s recent legislative additions (one‑time slots to reduce the wait list) and the continuing workforce pressures that limit provider capacity.
Housing and property management: SDSI manages HUD‑funded accessible housing units in Finney and Seward counties; Sandoval said maintenance and turnover of those properties are ongoing costs and that housing remains a pressure point for families and providers.
What comes next: SDSI asked counties to continue planned contributions for the local finance plan; commissioners will review SDSI’s spreadsheet and valuation‑based allocation during the budget process.
