An associate engineer from Francisco & Associates presented the annual sewer report and summarized capital improvements: a nearly complete supervisory control and data acquisition (SCADA) project, a completed lift station upgrade, Gridley Road lift station rehabilitation (50% complete), manhole reviews (50–60% complete), and phased sewer pipe repairs. The city last paused increases pending sewer master plan and sewer system management plan updates; staff told council those analyses are now advanced (master plan ~65% complete) and recommended adoption of the sewer report and charges.
Staff noted the monthly sewer service charge revenue impacts about $2.2 million; the final revenue number will be determined after applying water‑use data from all water companies serving the city and the county tax roll file. The council opened and closed a public hearing with no speakers and adopted Resolution No. 25‑29 by roll call vote.
