Assembly adopts ACR 28, designating March 2–8, 2025, as Women in Construction Week

The California State Assembly adopted Assembly Concurrent Resolution 28 on Feb. 11 to designate March 2–8, 2025, as Women in Construction Week, the chamber’s members said in debate and during a subsequent voice vote that finalized the measure.

Supporters said the resolution recognizes the role of women in the building trades and the need to expand apprenticeship and training pathways. "We still have a long way to go toward gender parity in the trades," Assemblymember Bonta said on the floor, asking colleagues for their "aye" votes on ACR 28.

The resolution was presented on behalf of Assemblymember Ortega by Assemblymember Bonta. In remarks supporting the measure, Bonta said the construction trades provide "pathways to economic security" and cited what he described as national and state apprenticeship data. Assemblymember Davies also spoke in support, citing U.S. labor data and noting the growth in the number of women in construction over the last decade. Assemblymember Dixon urged increased access to career technical education and called for funding to support hands-on training.

The clerk opened the roll for coauthors and recorded 72 coauthors before the Assembly took a voice vote. The chair announced, "The ayes have it. The resolution is adopted." After the vote, members on the floor and presenters acknowledged women tradesworkers and representatives from multiple unions and joint apprenticeship programs who were present in the gallery.

Votes and formal action: ACR 28 was adopted by voice vote; the clerk recorded 72 coauthors prior to the voice vote. No roll-call vote with individual yea/nay tallies was taken on the floor.

The Assembly’s action recognizes the weeklong designation and does not itself create funding or regulatory changes; sponsors and speakers framed the resolution as a ceremonial recognition and a call to expand training and recruitment efforts for women in the trades.
