Weber County planning staff recommended final approval Tuesday of Phase 1 and Phase 2 of the Stagecoach Estates subdivision, a multi‑phase residential development that together would create 62 lots in the R‑115 zone.
Tammy Adelott, a county planner, presented both phases together and told the administrative meeting that Phase 1 consists of 27 lots and Phase 2 consists of 35 lots as part of a four‑phase development. The project site was described as roughly at 1800 South and 30‑800 West (addressing as shown in the county file). Adelott said a development agreement governs the project and must be followed; staff recommendations of approval are conditioned on compliance with that agreement.
Adelott summarized engineering and utility arrangements: culinary water will be provided by Taylor West River Water District, Hooper Irrigation has provided final approval or sufficient water shares per the file, and Central Weber Sewer will serve the development. She said lot widths will be about 60 feet, with lot areas ranging from 6,390 to 18,411 square feet.
Street trees are required by the development agreement. Adelott told the commission staff and the developer had been negotiating a tree‑escrow approach and that the board must ensure compliance with the county ordinance when deciding when to release any escrow. Staff also reported an improvements guarantee agreement will be signed by the applicant before plat recording.
Staff recommended approval of both phases subject to the conditions and findings in the staff reports, including final utility approvals, execution of improvements guarantees and compliance with the development agreement. The meeting record does not show a roll‑call vote or a vote tally for the approvals; staff recommended approval and the chair indicated the items would proceed according to staff recommendations.
