The City Council held a public hearing and adopted the 2025–2029 Community Development Block Grant (CDBG) consolidated plan, the 2025 annual action plan, proposed updates to the Analysis of Impediments to Fair Housing (AI), and the Citizen Participation Plan.
Housing staff reported that HUD announced an estimated CDBG allocation for Roseville of $701,373 for program year 2025, with approximately $392,000 in prior‑year carryover available and an estimated $50,000 in program income anticipated. The consolidated plan process incorporated community needs surveys and stakeholder workshops; staff said affordable housing and services for people experiencing or at risk of homelessness were recurring high priorities.
Staff recommended the following funding approach in the annual action plan: continue fair housing services with an estimated $16,000 to Project Sentinel (fair housing counseling), allocate approximately $700,000 toward acquisition for affordable rental or transitional housing development (the action plan includes a notice of funding availability to pursue site acquisition), and direct $198,983 to the city’s owner‑occupied housing rehabilitation program (to cover CDBG‑eligible emergency repairs and grants that are not allowed under other housing funds). Public service requests were competitive: staff ranked and recommended the top five of 14 applicants for the 2025 public service block under the 15% cap on public services.
Christine Veil and Housing Manager Tricia Isom presented the plan and explained HUD submission steps; the draft plan was available for public review from April 5 through May 6, 2025. In addition to general public comment, the council heard no substantive objections to the recommended allocations during the hearing.
The council adopted the consolidated plan, annual action plan and related updates to the AI and citizen participation plan by resolution and authorized the city manager to execute required certifications and submittal documents to HUD. The action directs staff to release a notification of funding availability for acquisition of an affordable housing site once HUD approval is received.
