Staff noted the comprehensive plan indicates commercial uses for the location but recommended support because the parcels are adjacent to existing M-2 lots and the small size means anticipated traffic and county service impacts would be minimal. The application included voluntary proffers restricting allowable industrial uses. VDOT reported no objection, citing an existing commercial entrance that meets standards, and the county’s economic development staff indicated support for a site plan that would expand economic activity.
Applicant Joseph Skinner and property owners Tanya and Mike Haley were identified in the application; Skinner attended the hearing. Staff presented expected operations details in the application — outdoor storage of mulch, sand and other aggregates; interior building uses for storage and customer consultations; plans for about five employees and two customers at peak times; and a conceptual layout showing public parking in front and employee parking in the rear. Staff noted that the conceptual layout would be reviewed in detail during site plan review under the zoning ordinance.
No members of the public spoke during the advertised hearing, and no written comments were submitted in advance. After closing the public comment portion, a motion to forward RZ-25-3 to the Board with a recommendation for approval carried on a roll call with the following recorded votes: Mr. McDonough — yes; Miss Anderson — yes; Miss Knoepa — yes; Mr. Howe — yes; Mr. Rasco — yes. The Planning Commission’s recommendation is advisory; the Board of Supervisors will hold a subsequent public hearing and make the final decision.
If the Board approves a rezoning, the applicant will need to submit site plans and comply with zoning and permitting requirements before changing on-site operations.
