The Ada County Board of Commissioners approved a rezoning and associated permits for a proposed Circle K gas station and convenience store at the northwest corner of West Amity Road and South 10 Mile Road, and agreed to table final signatures on the development agreement and zoning ordinance amendment for the June 17 open business meeting.
Planner Doug Holton briefed commissioners on project 202500015-ZA-DA-CU-MSP: the applicant requests a map amendment from Rural Urban Transition to Neighborhood Commercial for a 16.2-acre property, with the station and convenience store occupying roughly 3.2 acres. Holton said the site is within Meridian’s area of city impact, with Kuna about 2,300 feet southwest and Meridian about 4,000 feet northeast, and noted Meridian’s concern about a lack of urban services (water and sewer) at the location.
Holton told the board the applicant proposes to use well and septic initially and that the Meridian Southwest Phasing Sewer Master Plan requires new development in the urban service planning area to be served by urban public facilities when services become adjacent. As a condition of approval, he said, the applicant must install dry utility lines for water and sewer and connect to Meridian city services once available. Holton also recounted agency comments: Ada County Highway District recommended approval if site-specific conditions are met (pavement, gravel shoulders, detached sidewalks), Meridian Rural Fire Department requested available fire-flow documentation and possibly separate protection systems, and Central District Health initially recommended tabling but ultimately worked with staff to add a condition that Central District Health approval is required prior to permits.
Brandon McDougald, speaking for the applicant, described the site drainage and irrigation crossing (Jamieson Lateral) and confirmed the applicant holds a surface water right intended for landscape irrigation rather than relying on the well. He also confirmed the Circle K proposal includes fuel under a canopy and a traditional convenience store layout.
County staff and the Planning and Zoning Commission recommended approval. The board voted to approve the zoning, conditional use and master site plan pending execution of the development agreement and then tabled the documents to June 17 so the development agreement and ordinance amendment could be signed and added to the record.
