City says it missed TCEQ deadline to submit lead service-line inventory; work to be completed in weeks

David Flores, Aransas Pass director of public works, told the council during the citizen-comment portion of the June 16 meeting that the city missed the deadline to submit its initial inventory of lead service lines to the Texas Commission on Environmental Quality.
“Almost 6, 8 months ago was our deadline to do a a initial inventory of all all our lead service connections,” Flores said. He said the city must inspect meters and record service-line materials and that the city failed to meet the deadline to submit that inventory. “So we weren't able to meet the deadline of taking inventory. So TCEQ, we were actually expecting this violation come through and it finally came through,” Flores said.
Flores emphasized the missed filing was an administrative failure to submit the inventory by the deadline rather than a reported contamination finding, and he said staff are completing the inventory now. “But we are gonna finish those in the next couple of weeks,” he said.
The statement was given during citizen comments as an informational update; city staff did not enter into a public discussion or take questions on the item at that time. Flores noted that when the word “lead” appears in public communications it can cause concern, and that the TCEQ letter reflects the missed submission requirement.
The council did not vote on corrective actions at the meeting; city staff indicated they will complete the inventory and handle any subsequent regulatory steps required by TCEQ.
