TOPEKA — The Kansas Senate on March 3, 2025 introduced two bills and recorded several procedural committee actions during a short floor session, the chamber’s clerk said.
Senate Bill No. 283, described by the clerk as “an act concerning taxation,” and Senate Bill No. 284, described as “an act concerning prescription drugs,” were formally introduced on the Senate floor, the clerk reported. The introductions carried no recorded floor debate or vote at that time.
The committee on assessment and taxation reported to the chamber that it “recommends Senate Bill 269 be passed” and that the committee considered the bill to be noncontroversial and eligible for placement on the consent calendar, the committee’s report read. Placement on the consent calendar would allow the bill to advance without separate floor debate if the calendar holds.
Senator Billinger announced changes to committee referrals. He told the chamber that he was withdrawing SB281 from the Committee on Education and referring it to the Committee on Government Efficiency, and that SB282 was being referred to the Committee on Financial Institutions and Insurance. Separately, the clerk read a notice that SB119 was withdrawn from the Committee on Ways and Means and referred to the Committee on Transportation.
The House of Representatives notified the Senate that it had acceded to the Senate’s request for a conference on Senate Bill 4 and appointed representatives Procter, Wagoner and Haskins as conferees on the part of the House, the clerk read.
Majority Leader Senator Blasey moved adjournment, saying, “I move the senate adjourn until 02:30PM on Tuesday, 03/04/2025.” The motion carried by voice vote and the chamber adjourned until the scheduled time.
The floor session also included ceremonial remarks and recognitions earlier in the meeting; those remarks do not affect the legislative actions summarized here. The actions recorded on March 3 were procedural (introductions, committee recommendations and referrals) and did not include votes on the introduced bills during this floor session.
What was recorded on the floor: - Introductions: SB283 (an act concerning taxation); SB284 (an act concerning prescription drugs); SCR1614 (a concurrent resolution urging the U.S. Congress to increase penalties for certain federal immigration-law violations and urging ICE to prosecute employers who hire undocumented immigrants). The clerk’s reading constituted formal introduction only. - Committee report: Committee on Assessment and Taxation recommended SB269 be passed and placed on the consent calendar. - Referrals/withdrawals: SB281 withdrawn from Committee on Education and referred to Committee on Government Efficiency; SB282 referred to Committee on Financial Institutions and Insurance; SB119 withdrawn from Ways and Means and referred to Transportation. - Conference appointment message: House appointed Procter, Wagoner and Haskins as conferees on SB4. - Adjournment: Motion to adjourn carried; Senate to reconvene at 2:30 p.m. March 4, 2025.
No roll-call floor votes on the introduced bills were recorded in the transcript for this session. Further committee hearings or calendar actions would be required for the introduced measures to proceed toward final passage.
