Senate OKs temporary nonresident waterfowl licenses for active-duty military with 100-license cap

House Bill 11-88, which creates a three-day temporary nonresident waterfowl license for active-duty nonresident military personnel, passed the Senate on March 3 after lawmakers adopted Amendment A capping the program at 100 licenses per year.
Senator Rolle, who led floor discussion, said the bill is intended to provide a way for active-duty service members to participate in team-building and family hunts they otherwise miss because of nonresident-license lottery limits. He and other supporters said the amendment reflects a compromise to address opponents' concerns about opening unlimited access to nonresidents: the amendment limits availability to 100 licenses annually.
Senator Pischke (opposed in committee) and others said the cap addresses concerns for resident hunters' access. After adoption of Amendment A by voice vote, the Senate recorded final passage 35-0.
The transcript shows the amendment and the final roll call; the Department of Game, Fish and Parks will be responsible for implementing licensing mechanics under the bill.
