Committee signals support for passenger-rail study and authorizes city manager to pursue FTA grant assurances

The Bangor Government Operations Committee on March 1 told staff to proceed with testimony supporting LD 487, a state resolve directing the Northern New England Passenger Rail Authority to seek federal funding to study the rail corridor connecting Portland and Orono, and agreed the city manager should be authorized to execute and file required Federal Transit Administration (FTA) application materials for Community Connector formula assistance. Both items will appear on the next council agenda for formal approval.
Committee members expressed no opposition to a staff-drafted testimony supporting LD 487; Councilor Leonard volunteered to present the testimony at the scheduled hearing if he is available, and staff said the city manager prepared a draft to review.
On a separate federal-administration request, staff said the FTA asked the city to pass a resolve authorizing the city manager to execute and file an application for federal assistance and related certifications and assurances for the Community Connector, the city's public transit service. Committee members said they were agreeable and will forward the authorization to council for formal consideration.
Both items were advanced without recorded objection; final approvals and signatures will be completed at the full council meeting.
