At-a-glance: Board adopts port refunding COPs, tax exemptions, housing grants and multiple contracts on Jan. 28

At its Jan. 28 meeting the San Francisco Board of Supervisors approved a series of ordinances and resolutions as part of consent and new-business items. Most items were adopted "same house, same call" and recorded on the public record. Key actions and outcomes are listed below.

- Items 10 and 11: Ordinances authorizing the issuance of refunding Certificates of Participation (COPs) for the Port of San Francisco and appropriations related to prior reserve proceeds. The legislation authorizes refunding COPs with aggregate principal amounts described on the agenda and places sale proceeds on the controller's reserve pending the sale. - Item 12: An amendment to the Business and Tax Regulations Code to exempt certain taxable commercial spaces from the commercial vacancy tax when located in named neighborhood commercial or transit districts affected by city public infrastructure or long-running construction projects. The ordinance, which requires an affirmative vote of eight supervisors under Article 29 (as stated at the hearing), passed on first reading.

- Item 13: Ordinance amending the Administrative Code for "core initiatives" (detailed in a separate article). Passed as amended, 10-1.

- Item 14: Resolution approving the third amendment to a grant agreement between Episcopal Community Services and the Department of Homelessness and Supportive Housing to extend the grant term by 29 months (new term through 06/30/2027) and increase the agreement by $11,500,000 for a new total of $21,500,000. The resolution passed by unanimous roll call.

- Items 15'18: Four resolutions retroactively approving multi-year agreements on behalf of the Department of Children, Youth and Their Families (DCYF) with local nonprofit providers: - Item 15: Community Youth Center of San Francisco, for multiple programs through 06/30/2029, $13,700,000 (retroactive approval). - Item 16: Community Youth Center of San Francisco, for four programs through 06/30/2029, $11,700,000 (retroactive approval). - Item 17: Instituto Familiar de la Raza, two programs through 06/30/2029, $12,900,000 (retroactive approval). - Item 18: Richmond District Neighborhood Center, four programs through 06/30/2029, $10,300,000 (retroactive approval). These items were adopted together by unanimous consent.

- Item 19: Resolution authorizing the Public Defender's Office to accept and expend a $250,000 grant from the Crankstart Foundation (07/01/2024'06/30/2025). Adopted.

- Items 20'22: Retroactive approvals and authorizations for property licenses and leases, including a license to the U.S. Coast Guard at 1-199 Forest Road and a lease for office space at 745 Franklin St. for the Human Services Agency's Jobs Now program (annual base rent $105,000). Adopted by unanimous consent.

- Item 23: Acceptance of an in-kind gift of consulting services valued at $345,000 to the Mayor's Office of Housing and Community Development from Coro Northern California (through 01/31/2027). Adopted.

- Item 24: Planning Code amendment to allow a parcel at 99 Rhode Island Street to exceed cumulative use size requirements for Production, Distribution and Repair (PDR) districts; passed on first reading.

- Item 25: Resolution adopting the Castro LGBTQ Cultural District strategy report under Administrative Code section 107.5; adopted.

- Items 26'27: Alcohol license transfer determinations for two establishments (Bitters and Bottles; City Choice Market) recommending conditions to the Department of Alcoholic Beverage Control; adopted.

- Item 28: Ordinance to exempt Midtown Park Apartments (1415 Scotch Street) from construction contracting requirements while maintaining prevailing wage and apprenticeship requirements; passed on first reading.

- Item 29: Resolution adding a commemorative street name for Josiah Kingston Way near the former Candlestick Park site; adopted.

- Items 32'33: Adoption without committee reference (including recognition of Black History Month); adopted by unanimous consent.

Many of these measures were routine or procedural, taken under "consent" procedures; several were retroactive approvals of multi-year agreements with nonprofit partners for youth and housing programs.
