The Planning Advisory Board voted 6–1 to approve a Comprehensive Development Master Plan amendment for a roughly 5.2‑acre Bluenest site (CDMP20240019) at the southwest corner of Southwest 240th Street and Southwest 120th Avenue that the applicant says will support a compact residential development with 20% of units reserved for workforce homeownership.
Jennifer Snell, planning staff, summarized the request as a change from Low Density Residential (2.5–6 du/acre) to Low‑Medium Density (6–13 du/acre). The applicant subsequently proffered a covenant limiting development to a maximum of 57 residential units, with 20% designated as workforce housing, and committing to connect to public water and sewer. Staff recommended adopting the low‑density designation with a DI‑1 overlay to ensure urban‑design compatibility with neighboring approved projects, and it asked for utility protections, the potential need for a pump station and other site constraints to be included in the declaration.
Applicant counsel emphasized the site's proximity to transit and the workforce benefit of the units. "This application is the site inside the UDB and it's within 0.5 miles of the smart corridor; we're providing 20% workforce housing and connections to public utilities," the applicant said.
No speakers signed up to oppose the application at the hearing; the board discussed urban design, the workforce housing sales‑price controls and utility protections before taking a vote. The motion to approve with the applicant's proffered declaration of restrictions passed 6–1. The PAB's approval will be forwarded to the Board of County Commissioners for final action; staff and the applicant must continue technical coordination on any required pump‑station or drainage work and on DERM reviews if necessary.
