Public Works updates: Heritage Trust grant denied, AC and backflow repairs approved, bids and leases planned

Public Works said the county’s 2025 Heritage Trust Fund grant application was not selected; staff will meet with the phase‑one contractor IMR to obtain second‑phase cost estimates and asked the commission to consider CIP funding if the county proceeds without grant assistance. The department also reported that a previously approved health department backflow preventer replacement had a corrected cost: initial paperwork understated the price and the accurate invoice is $6,649.08; commissioners approved payment from the health department CIP fund.
Public Works reported two HVAC items: RTU #5 replacement (TCA proposal ~$1,693.37) and an AC unit replacement at Cloud County Community College Building B (TCA proposal ~$6,239); the commission waived purchasing policy and approved replacement work using the Cloud County Community College fund where appropriate. Staff also announced upcoming solicitations: chemical bids for noxious weed control (bids due March 14, opening March 17), sealed bids for a landfill hang lease (due April 4, open April 7), and a shop restroom renovation RFP (bids due April 4). Staff recommended pursuing tax credit options and evaluating CIP uses for unfunded project phases.
Commissioners asked staff to pursue cost estimates, options for tax credit offsets, and bring recommendations on funding sources before moving forward with work that would rely on county CIP funds.
