Salinas HRB approves Feb. 3 minutes; reviews Certified Local Government report and Empire House update deferred

The Salinas Historic Resources Board approved minutes from its Feb. 3 meeting and reviewed administrative items at its March 4 meeting.
Board member Shin moved to accept the minutes; Board member Wadsworth seconded. A roll-call vote recorded Wadsworth, Shim, "Wazigai" and Chair Hirohara voting yes. Chair Hirohara announced, "Motion passes." The board asked staff to correct a typographical error in the minutes that listed a consultant meeting date as March 4 instead of March 3.
Grant Leonard, the city's planning manager, introduced the board's Certified Local Government (CLG) annual report to the state, saying, "As it says in the title, this is our annual report to the state." Board members asked staff to confirm answers to questionnaire items labeled E1 and F1 on the draft report and asked for clarification about what counts as training hours for commissioners. Leonard said he would check the requirements and report back; he noted the CLG report is due to the state by April 1.
Other administrative updates included:
- Certificate-of-appreciation templates: staff reported the templates were for reference; the board did not revisit the item for further action at this meeting.
- California Preservation Foundation membership: staff said paperwork is in process and that a future update will be provided when membership is secured.
- Permit-process audit and historic-resource flagging: staff said the board's new planner will assist with an audit of the permitting system and that findings will be reported back to the board.
- Empire House project: staff said they plan to defer a full presentation until city staff can contact the property owner; consultants noted there is some evidence of earlier National Register documentation but that the property's current National Register status is not clear. Staff shared the address consultants requested for research as 119 Cayuga on the city's east side.
Board members also scheduled a public presentation on historic Chinatown for the April meeting; a presenter requested roughly 10–15 minutes and was asked to provide slides in advance.
The meeting adjourned at about 12:55 p.m.
