The San Patricio County Commissioners Court approved a proposal to combine two full‑time county positions — the GIS administrator (including NG911 addressing duties) and the safety/ADA specialist position — into a single Grade 111 role, despite objections from the county salary committee and some commissioners.
Human resources presented a revised job description proposing consolidation of the GIS and safety duties into one full‑time position. The county salary committee recommended against the combination, saying the two roles require different skill sets and that merging them could create risk by overloading a single employee responsible for NG911 addressing and safety programs.
Supporters of the consolidation argued the county had previously combined similar responsibilities and that a single employee with the right background could both reduce costs and centralize technical knowledge across departments. Opponents, including one commissioner and HR/county staff, said the GIS workload is substantial and the county remains behind on GIS tasks such as county road maps, house numbers and the county’s Blue Raster project, which had been underway and funded through ARPA.
During the discussion, staff noted the job posting will start at the Grade 111 base salary ($55,400) and that the judge’s office would oversee the position. The auditor and HR recommended clarifying which departmental budgets and line items will fund specific duties before posting; staff was asked to provide details on how time and funding would be allocated between departments.
After extensive discussion, the court voted 4–1 to approve combining the positions and to post the Grade 111 job. Commissioners instructed HR and the auditor to clarify funding sources, reporting lines and required experience for the combined posting prior to advertisement.
