Committee places Tyler Technologies Odyssey e-filing contract on consent agenda; first-year cost $65,000

Law Director Deb Matts described the module as the final piece needed to allow external parties to electronically file criminal and civil documents into the city's new case-management system. "This assists us with virtually becoming paperless," Matts said, adding the system allows filings to be submitted 24/7 and will streamline clerk's office operations.
Officials said the first-year cost for the e-filing module is $65,000 with a recurring annual cost set at $25,000. The administration explained that the $25,000 is a threshold billing model: if annual filings do not generate $25,000 in fees, the city would pay the difference up to that amount as the worst-case scenario.
The committee approved placing the item on the consent agenda; the consent agenda motion was moved and seconded and carried by voice vote. The committee did not discuss contract execution details, contract term length, or procurement reference numbers during the meeting.
The item will appear on future council materials with contract language and any required emergency declarations for final consideration.
