Mendocino LAFCO adopts Irish Beach Water District MSR and affirms sphere of influence

Mendocino County Local Agency Formation Commission adopted the municipal service review and sphere of influence update for the Irish Beach Water District and found the action exempt from further review under CEQA Section 15061(b)(3).
LAFCO analyst Jen Crump presented the staff report, noting the district was formed on Feb. 8, 1967, serves about 254 customers depending on the season, and provides water collection, treatment and distribution and administrative oversight of on-site septic systems. Staff recommended affirming the district's existing sphere of influence and adopting resolution number 2024-205-09 to approve the MSR and sphere update.
Heather Hackett, board secretary for the Irish Beach Water District, and Grant Odell, the district's water system manager, attended and said they had no comments on the staff report. Hackett confirmed the district is catching up on delayed audits: "Yes. There absolutely is. The financials that are included in, both staff in the report, though that was available at the point that we were preparing the report since that May, the Board has approved an audit for fiscal year..." Commission discussion touched on whether the district had considered consolidating services with neighboring districts; Hackett said consolidation has been discussed but no action has been taken. Commissioners also asked staff to follow up in one year on outstanding items such as updated financials and any strategic planning the district undertakes.
The commission opened and closed the public hearing with no public speakers. After a motion and second, roll call recorded affirmative votes from Commissioners Roden, Mahoney, Horsley, Gonzales and Vice Chair Ward; the motion carried unanimously and the commission adopted resolution number 2024-205-09 as presented.
Staff noted the MSR packet includes determinations and revisions requested at a November workshop and said the notice of exemption and proof of publication are in the agenda packet. The commission asked staff to add updated financial statements to the MSR appendix where available and to follow up in one year on items listed as outstanding in the determinations.
