House Government Operations Committee advances four bills to calendar and rules

The House Government Operations Committee advanced four bills to the calendar and rules committee after brief presentations and votes.
The committee gave a positive recommendation to House Bill 60, which would require the Department of Transportation to install signs on interstates and highways informing motorists about family restrooms at rest areas and welcome centers and to list those facilities on a state website. Representative Eldridge presented HB 60 on behalf of Representative Raper. The clerk reported the vote as 11 ayes.
The committee also approved House Bill 657, which authorizes the Division of Health Related Boards to promulgate rules to effectuate the act; those rules must be adopted in accordance with the Uniform Administrative Procedures Act referenced in the bill. Representative Hicks presented HB 657. The clerk reported the vote as 11 ayes.
House Bill 921, presented by Representative Sapicki, replaces the term "firing ranges" with the more current term "shooting ranges" and removes an outdated concessionaire-hiring provision applying to ranges in operation before July 1 of 1998. Representative Sapicki said the legislature clarified the agency's concessionaire authority in 2024. The clerk reported the vote as 10 ayes.
House Bill 62, presented by Representative Spicke, would authorize an athletic trainer who has obtained required training and certification to perform dry needling and other physical modalities for prevention, evaluation, management, rehabilitation and treatment of athletic injuries, clarify that dry needling is not acupuncture, and allow the board of athletic trainers to promulgate rules. The clerk reported the vote as 11 ayes.
