The Rankin County Board of Supervisors voted March 3 to deny a conditional use permit sought by Roy Anderson to add up to five rental homes on a 16-acre parcel at 506 Kirsten Way in District 4.
Staff opened a public hearing and explained the parcel is zoned RE-1 and previously received a conditional use permit in 2010 that expired when development did not proceed. County staff and the planning commission had advised Anderson to coordinate with the county engineer and road manager to bring the private drive up to county road standards before development.
During the hearing board members and staff described the primary issue as the private drive’s condition and its limited access; several speakers noted emergency vehicle access problems at a gated point on the drive. County staff and supervisors said the applicant had canceled a pre-development meeting and had not demonstrated plans to bring the private drive to county standards.
“That road definitely needs to be improved,” said Mike Harrison, road manager, referring to emergency access problems experienced at the site.
After discussion, a motion to deny Anderson’s request passed by voice vote. The public hearing record was closed and the denial was entered by the board.
The record shows no formal conditions for approval were offered; the denial was tied to unresolved access and road-standard issues rather than a categorical objection to rental housing on the parcel.
