Council approves contracts to replace Fire Stations 52 and 53, sets minority-contractor goals

SAN ANTONIO — The San Antonio City Council on Feb. 28 approved contracting measures to build replacement stations for Fire Station 52 in District 4 and Fire Station 53 in District 3.
Luis Maltos, assistant public-works director, presented both projects, describing them as similar construction undertakings with new emergency-service bays, dormitories and support spaces. He told the council the projects will create permanent stations with updated facilities and additional apparatus bays.
For Fire Station 52 (District 4, 10440 Quintana Road), staff presented an estimated construction contract value of $9,350,000. Maltos said staff issued sealed requests for proposals, evaluated firms and conducted interviews; four firms were interviewed and one firm was recommended. The project included subcontracting goals for women- and minority-owned firms; Maltos noted one prospective bidder was disqualified for distributing campaign contributions and that reviewers considered compliance with participation goals during evaluation.
For Fire Station 53 (District 3, 14102 Dunner Road), staff presented an estimated construction contract value of $9,433,000. Maltos said the solicitation included similar minority- and women-owned subcontracting goals; staff notified 92 firms, 17 attended the pre-submittal conference and six proposals were received. Two firms were disqualified for campaign-contribution reporting issues. Maltos said no material findings emerged during diligence and recommended proceeding to council.
Council members asked questions about how subcontracting goals are set and who establishes them; staff said the economic-development office sets goals based on available contractor capacity and that firms can request waivers if they cannot meet goals. Member Treviño asked whether disqualified firms had affected evaluation rounds; staff said a contribution was discovered after the first and second rounds and that the disqualified firm would not have been eligible.
Both measures were moved, seconded and approved by the council during the meeting.
