Committee advances contract for biologist supporting Southern Edwards Plateau Habitat Conservation Plan

The Audit Committee voted Feb. 28 to forward a recommended contract for biological services in support of the Southern Edwards Plateau Habitat Conservation Plan to City Council. The item covers one-year contracts with up to five one-year renewal options, with an estimated annual value not to exceed $340,000 and a six-year total cap of $2,040,000.
Mike Shannon, Development Services director, said the contract is required by the U.S. Fish and Wildlife Service under the regional habitat-compliance plan the city established with Bexar County. Shannon said the plan is primarily funded by the plan itself; Bexar County contributes $50,000 annually and Development Services contributes $50,000 annually from an enterprise fund.
Shannon said the evaluation produced a single responsive bidder — the incumbent — and that due diligence identified no material findings. He told the committee the pool for specialized environmental-biologist work is narrow and that the incumbent met qualifications. The committee approved forwarding the contract to City Council on a voice vote.
