Audit Committee forwards dangerous-premises abatement contract recommendations; some members voice reservations

The Audit Committee voted Feb. 28 to forward five recommended contractors for dangerous-premises abatement to City Council, covering securing and cleaning structures and properties the city deems unsafe when owners do not comply.
Mike Shannon, Development Services director, said the contracts are for one-year terms with up to four one-year renewal options and that the estimated total value over five years is about $4,239,150. He told the committee the work covers boarding openings, mowing, trash removal and other measures to secure vacant structures and protect surrounding neighborhoods.
Councilman White reiterated concerns expressed earlier about vendor scores and reliability, noting one recommended vendor scored 49 out of 100 and received a lower plan score. "I can't support this because of vendor E," White said, adding that recent local experiences with contractors walking off jobs heightened his concern. Shannon and procurement staff said the city inspects completed work, pays only after verifying quality, and can remove contractors from the list mid-contract for poor performance.
Other committee members said they understood the burden of finding enough qualified vendors and asked staff to report back on the last contract cycle's performance history in future briefings. The committee approved forwarding the five recommended vendors to City Council by voice vote.
