Borough staff reported that modernization of elevators at Providence Kodiak Island Medical Center (PKIMC) and Kodiak Middle School is necessary because replacement parts are discontinued and frequent outages have occurred. The borough issued a request for proposals on Jan. 6 with a mandatory pre‑bid meeting on Jan. 22; one contractor attended and one proposal was received.
Staff and the Architectural Review Board reviewed the submitted package and determined TK Elevator Corporation to be a responsible bidder. The proposal's estimated total cost is $677,804.45 with an estimated combined out‑of‑service time of nine weeks. The project will treat the two locations as distinct projects but manage them under a single contract.
Staff presented the ARB review and recommended award to TK Elevator Corporation. Assemblymember Sherritt (an ex officio ARB member) stated she did not submit an evaluation to avoid an appearance of bias; she said she supports award and appreciated staff transparency. No final assembly vote was recorded during the Feb. 27 meeting; staff indicated the award recommendation and the contract will be brought forward for formal action as required by borough procurement rules.
