Board adopts Local Aging and Disability Friendly Action Plan; county to expand ADRC outreach

The Sacramento County Board of Supervisors on Feb. 25 voted unanimously to adopt the county's Local Aging and Disability Friendly Action Plan (LADAP), a five-year strategy built to align with the California Master Plan for Aging and to strengthen information access, transportation, caregiving networks and business accessibility for older adults and people with disabilities.
Deputy Director Melissa Jacobs and consultant Mike King of Pear Street Consulting summarized the plan, which was developed with $200,000 in grant funding from the California Department of Aging and through more than 500 community engagements, including 26 listening sessions in 2024. The plan designates the Aging and Disability Resource Connection (ADRC) as the 'No Wrong Door' navigator and calls for a countywide awareness campaign to drive residents to ADRC services and multilingual outreach for culturally isolated populations.
King highlighted five priority areas mapped to the state plan: housing affordability and accessibility; transportation and active mobility (with particular attention to rural areas); communications and information (centralizing services via ADRC); addressing ageism and ableism, starting with a business-recognition program; and scaling caregiving supports including a countywide 'village' volunteer model to help older adults stay in place.
The board heard supporting testimony from AARP's Sacramento regional director, the Area Agency on Aging (Agency on Aging Area 4) executive director and local advocates. Speakers emphasized the ADRC's role and the county's readiness to pursue state funding and implementation steps. The Board authorized staff to proceed with outreach and implementation steps and noted an upcoming public celebration of the planning process set for March 17 at Sacramento State.
Supervisors discussed leveraging county land-use authority to encourage senior housing and asked staff to coordinate with land-use and transportation departments as the plan moves into implementation. The board adopted the plan and authorized the related actions recommended in the staff memorandum.
