Trustees at the Tulsa Authority for Economic Opportunity on Thursday approved a series of consent and budget items, including a personnel budget amendment and a streetscape pass‑through payment to a downtown developer.
The board first approved a correction to the January 23 minutes clarifying references to trustee/treasurer titles. With that correction on the record, trustees approved the consent agenda.
Item 5: Personnel budget amendment Staff presented a request to amend the personnel budget by $184,800 to fund two positions for the remainder of the fiscal year. Lynn Kenny (presenting staff) said the amendment would fund two positions for the rest of the fiscal year, and that the item had previously been reviewed by the finance and budget committee. A motion to approve the amendment passed on a roll call.
Item 6: Eleventh & Lewis Streetscape (pass‑through) The board approved a $515,358.44 amendment to the FY25 TAE/O operating fund for an “Eleventh and Lewis Streetscape” pass‑through payment. Mike Dickerson explained the item stems from an earlier TIF/CIP arrangement in which a private developer fronted streetscape work; the authority had served as the pass‑through entity per city legal advice and the payment to close out the contract was now arriving from the city. Dickerson said the original contract had been about $2.1 million and had been amended upward over time to reflect additional discovered work; this $515,358.44 is the final close‑out amount to pass to the developer. Trustees approved the item.
All three items were adopted by roll call; staff recorded “yes” votes from trustees present in the meeting. The approvals allow staff to execute the necessary budget and contract steps to deliver the payments and update financial records. No further conditions or continuances were attached to the votes.
