Staff said the applicant, Mitch Myler, requested permission to add exterior accent light strips and that the city recently adopted code that defines commercial "holiday lighting" and limits permanent displays to amended site-plan approval. Staff explained the code allows color and motion but, when lighting is within 100 feet of residential property, it must be turned off by 10 p.m. nightly. "If it's within a hundred feet of residence then it needs to be turned off by 10PM," staff said while describing the new lighting rules and how they apply to the site.
Myler told the commission he wanted to "create more revenue and honestly kind of liven up the old car wash" and said his design intent was subtle and appropriate for the area. Staff noted the property is zoned SP Commercial, the building sits on approximately 0.18 acres, and the applicant proposed street-facing accent lighting only. The staff-recommended motion requires the lighting to match submitted plans and be turned off by 10 p.m.; Commissioner Matheson moved to approve PLZ-258003 with conditions 1 through 3, Commissioner Kiel seconded, and the motion passed unanimously.
The approval allows the owner to install accent lighting consistent with the submitted plan and the city's commercial lighting code; enforcement will follow city code and the conditions adopted with the approval.
