District administration presented a package of personnel policy updates that will be returned next month as action items. The package includes academic stipend adjustments, changes to extended‑leave rules for certified and classified staff, and updates to district vehicle procedures tied to a new white‑fleet leasing agreement.
Stipend policy Staff completed a multi‑year review of academic non‑athletic stipends and proposed tiered adjustments and deletions for activities no longer offered. New stipends for robotics and a music organization are included. The biggest procedural change: higher‑value stipends will continue to be paid in monthly payroll installments, but lower‑tier stipends (tiers 4 and 5) would shift to a lump‑sum payment at the end of the year to reduce payroll overhead for small payments. Trustees were told that lump‑sum stipends will be prorated if an employee leaves mid‑year.
Extended‑leave changes (classified and certified) Administration proposed to simplify eligibility for extended leaves: removing a prescriptive list of allowable reasons and treating extended leave as discretionary upon request when appropriate for the employee and the position. Also proposed: a 2‑year minimum employment requirement before an employee may request extended leave (intended to align Fayetteville with peer districts and to avoid hiring/replacement issues). The policies clarify how partial‑semester leaves count against the permitted leave duration.
White‑fleet and vehicle use policy Because the district will transition to leased "white‑fleet" vehicles, staff proposed more frequent DMV‑record checks for employees assigned a district vehicle (annual checks rather than checks only at initial hire) and added a check requirement for any staff who will transport students. The policy language also explicitly prohibits possessing, using, or being under the influence of alcohol, tobacco or nicotine products while operating district vehicles.
Next steps Administrators said the remaining personnel policies will be presented in a second packet next month; the current items will return as formal agenda items for board votes.
