Staff noted observed trends that may affect citation counts: earlier state or grant-funded enforcement campaigns had decreased over time and citation practices have changed; increased pedestrian traffic in winter holidays may have contributed to a December rise in pedestrian collisions but year-over-year patterns are inconsistent. Commissioners asked staff to include any available collision mapping and annual analysis that could show contributing factors.
